Europa is in economisch en sociaal
opzicht belangrijk voor Nederland
en Nederland voor Europa. Het
EU-programma Leonardo da Vinci
stimuleert het mbo om de dijken te
doorbreken en mooie verbindingen te
maken met onze partnerlanden. Daar zijn de laatste
jaren zichtbare stappen in gezet. Het is een goede
zaak dat het programma Erasmus+ nog beleidsrijker
wordt ingestoken en dat ook de partnerschappen
kunnen worden versterkt. Vooral omdat onderwijs
steeds meer een onmiskenbare voorwaarde is voor
economische en sociale vooruitgang.

Het huidige Leonardo da Vinci-programma, onderdeel van het Europese subsidie-
programma Een Leven Lang Leren loopt ten einde. De projecten, die gestart zijn in
2012 en 2013, lopen nog door tot het einde van 2015. Ondanks dat we terugblikken
zijn we ons ervan bewust dat er in ons land nog vele mobiliteiten en samenwerkings-
activiteiten plaatsvinden binnen dit programma.
"Terugkijkend op zeven jaar Leonardo da Vinci,
kunnen we best een beetje trots zijn. Het is een
succesvol onderdeel van het Leven Lang Leren-
programma geweest. Het Nationaal Agentschap
is erin geslaagd relatief veel Europees geld aan te
trekken waarmee goede projecten zijn gefinancierd.
In het evaluatiecomité met EZ en OCW konden we dat aan de
hand van nauwgezette informatie over de aanvragen en hun afdoening
vaststellen. Dat gebeurde altijd in een goede sfeer. Voor de inter
-
nationalisering van het middelbaar beroepsonderwijs stak vanaf 2010
een stevige tegenwind op. Met financiële problemen voor een aant
al
instellingen, die soms hebben geleid tot andere prioriteiten dan het
bevorderen van de internationale oriëntatie van mbo-studenten e
n
met een subsidietaakstelling waarmee vooral onderzoeks- en inter
-
nationale activiteiten onevenredig zwaar werden getroffen. Dank
-
zij Leonardo da Vinci is het desondanks gelukt de mobiliteit van
docenten en studenten die met publieke middelen bekostigd wordt,
enigszins te laten stijgen. De uitdaging is, die kleine stijging om te
zetten in een substantiële toename onder het Erasmus+ programma
.
Dat zal nog niet meevallen. Maar de balans die we nu opmaken, is
positief. Dat helpt!"

"The years certainly do fly and it hardly seems nine
years ago that I began my own personal cooperation
with the Dutch National Agency for Leonardo and had
my first cup of milk and sandwich at the CINOP
cafeteria. Since then, and through the excellent
management and drive of CINOP's dynamic staff, we
have witnessed real developments in the vocational training fiel
d in the
Netherlands, from a substantial increase in transnational mobility and
the development of internationalisation strategies in VET schools, to
policy development in fields such as ECVET and EQAVET. Leonardo
da
Vinci is not only helping to develop state-of-the-art lifelong learning
strategies in the Netherlands and across Europe, but also focuses on
the very real challenges that the Twenty-First Century poses. Fostering
creativity and innovation, developing entrepreneurship, enhancing the
single European labour market, building new skills for new jobs and
confronting the huge challenge of employment that globalisation and
the current crisis have brought on us; these are all challenges that
the Leonardo da Vinci Programme and CINOP have in their sights.
As
the Greek philosopher Epictetus once wrote, "it's not what h
appens
to you that matters, but how you react to it." As we build our vision
for VET over the coming decade through our new EU2020 strategy,
we count on the continued commitment and open spirit of CINOP'
s
staff in helping to meet together these future challenges and reach
our common goals."
