Level 3 and 4 qualifications in Learning and Development
What is the purpose of this qualification?
These qualifications are designed to meet the initial and continuing professional development needs of
learning and development practitioners who are involved in developing and assessing the skills, knowledge
and competence of learners primarily in the workplace or in work-related programmes of learning.
Who are these qualifications for?
These qualifications are for learners aged 18 and above who are capable of reaching the required standards in
a learning and development delivery or assessment context.
Edexcel's policy is that the qualifications should:
be free from any barriers that restrict access and progression
ensure equality of opportunity for all wishing to access the qualifications.
Centres should be aware that for one of the level 3 qualifications learners will be required to meet the
demands of a mandatory level 4 unit, ie Unit 12 Reflect on and improve own practice in learning and
development. Centres are advised to consider the support and guidance they give to their learners to meet
the demands of level 4 during delivery and assessment of this unit.
What are the benefits of this qualification to the learner and the employer?
These qualifications give learners the knowledge and skills required to deliver effective learning and
development provision and/ or carry out assessment and assessment related quality assurance activities for
an organisation.
What are the potential job roles for those working towards this qualification?
These qualifications correspond to the following job roles where the main purpose is the delivery of learning
and development activities:
in-house trainers and training managers
external trainers, managers and consultants
Assessors
verifiers.
In addition, the qualifications apply to staff who have a learning and development function as part of their job
role for example:
workplace managers and supervisors
experienced staff with responsibility for developing colleagues with less
experience, skills and knowledge

Learners who achieve these qualifications have a wide range of qualification progression opportunities, for
example - the delivery of learning and development and assessment related activities in work-based delivery
settings or the further education sector teaching qualifications.
