Chairperson's message
On behalf of the Board I am pleased to introduce
the Commission's sixth annual report on the
operation of the Charter of Human Rights and
Responsibilities Act 2006
(the Charter).
Human rights protect us all, regardless of our
background, where we come from, what we
look like and what we think or believe. The rights
outlined in the Charter are not simply aspirational
statements; they are the bedrock of strong, healthy
communities where everybody can participate and
be included. They enshrine what we value as the
basis of a fair, safe and productive community.
The Charter is part of the framework of Victorian
laws that promote and protect human rights. It lays
out the basic freedoms that belong to all Victorians,
by obliging public authorities to respect them when
dealing with the community.
From housing services to education, public
transport to local policing, public authorities play
a crucial role in upholding human rights and
ensuring that all members of our community have
access to the support and services they need to
lead a full, healthy and dignified life.
This report shows that the Charter is working
effectively and that Victoria is continually building
a culture where human rights are recognised,
respected and protected throughout our
community.
The Charter demonstrates that the Victorian
Parliament has committed to ensuring that people
are treated with dignity and respect. It is the
Commission's role to oversee this and provide the
community with the information and support they
need to act on their rights.
This report reflects the way the Charter is being
used to improve service delivery and demonstrates
the important role it has in protecting the rights
of all Victorians. I thank the local councils,
government departments and agencies who
contributed to this report and commend them for
their ongoing commitment to human rights.
