As the officers approached the vehicle and woke the individuals, an odor of marijuana could be smelled from inside the vehicle. After requesting permission to conduct a search, OCPD officers located marijuana, MDMA, a concealed knife and a loaded .38 special revolver. All three occupants were then arrested. Tyrone Winston Lee, 25, of Plymouth, Pa., and Desmond James Matthews, 22, of Willingboro, N.J., were each charged with having a handgun in a vehicle, possession of marijuana and MDMA and possession of paraphernalia. Lee failed to appear for trial on Tuesday and had a warrant sworn out for his arrest. Matthews appeared for trial in October and pleaded guilty to possession and marijuana and was sentenced to 15 days, all of which was suspended in favor of a fine and probation. Bates is scheduled to appear next month. Explosive Devices Lead To 5 Arrests OCEAN CITY – Five local juveniles were arrested this week after allegedly throwing homemade improvised explosive devices from a north-end Ocean City condominium building. Around 4 a.m. on Monday, Ocean City Police responded to the area of 110th Street in reference to a citizen’s report of the sound of an apparent gunshot. Upon arrival, OCPD officers noticed damage to a vehicle in the parking lot. During the initial investigation, OCPD officers were able to ascertain the possible source of the damage to the vehicle came from the 10th floor of the nearby condominium building. Officers requested to enter the suspected unit, which was occupied by four juvenile males, all of Salisbury, and one juvenile female of Berlin. During a search of the unit, officers recovered numerous improvised destructive devices and additional manufacturing materials. The devices were homemade and were constructed using water bottles, tin foil and drain cleaner. During the search, officers also recovered marijuana, prescription pills and drug paraphernalia in the unit. Ocean City Police charged each of the juveniles with the manufacture and possession of a destructive device. A 14-year-old juvenile has also been charged with malicious destruction of property under $500 and possession of drug paraphernalia. One 16-year-old juvenile has been charged with possession of marijuana and paraphernalia, and another 16-year-old has been charged with possession of paraphernalia. A referral was made to the Department of Juvenile Services, which ultimately authorized the release of each of the juveniles to their parents. Cops & Courts area of S. Ocean Drive for a reported burglary. OCPD officers entered the residence and observed a male, later identified as Cody Lee Figiel, 21, of Centerville, Md., asleep in the home. Figiel was taken into custody at that time without incident. Figiel was also identified as the suspect in another burglary on S. Ocean Drive reported on Oct. 25. In that incident, OCPD officers learned an unidentified GMC Acadia was parked in the drive- CODY LEE FIGIEL way. A records search of the vehicle revealed it had been reported stolen in Queen Anne’s County and a warrant had been issued by the Queen Anne’s County Sheriff’s Department for Figiel’s arrest as a result. Figiel’s alleged theft of the GMC Acadia in Queen Anne’s County and how he came to be found in Ocean City is a wild tale that includes other stolen vehicles and crashes that began almost three weeks ago. On Oct. 15, Queen Anne’s County deputies responded to a reported accident involving a jackknifed truck and horse trailer blocking an intersection. While deputies responded, they were alerted the driver of the truck, allegedly Figiel, had just taken another vehicle and fled the scene. A female victim told Queen Anne’s police she was stuck behind the crashed truck and horse trailer in her GMC Denali when the driver offered to turn her car around for her. The victim said she agreed and Figiel then allegedly got her GMC and fled the scene. In the victim’s vehicle was her purse including checks, credit cards and identification. Queen Anne’s Police contacted the owner of the jackknifed truck and horse trailer, who told officers he was not aware it had been taken from his farm. The owner of the jackknifed truck and trailer told police earlier in the day a red MiniCooper had rolled over in a field near his house and when he went to check on the driver, allegedly Figiel, he told him his wife was calling the police and Figiel told him he had been drinking and fled from the scene. The Mini Cooper was the same vehicle Figiel was charged with stealing earlier this summer and he was out on bond awaiting trial for those charges. To sum it up, Figiel allegedly stole the Mini Cooper and subsequently crashed it, then allegedly stole a truck and horse trailer before crashing in Queen Anne’s County. After that crash, he allegedly swiped another vehicle from a victim at the crash scene and ultimately made his way to Ocean City where he was arrested last weekend on burglary charges. Figiel has been charged in Worcester County with multiple counts of burglary and theft. Fiegel has also been charged with multiple counts of burglary and theft in addition to numerous motor vehicle theft charges issued by the Queen Anne’s County Sheriff’s Department. He was taken before a District Court Commissioner and was then transferred to the Worcester County Jail without bond pending a bail review hearing. Phone Scam Warnings BERLIN – The Worcester County Sheriff’s Office this week is warning local residents about multiple incidents of telephone scams being reported in the area including callers claiming to be from Delmarva Power and Publisher’s Clearing House. In some incidents, callers have pretended to be representing Delmarva Power and are advising local residents their bills are past due and they are facing a disconnection of service. The Worcester County Sheriff’s Office is warning local residents Delmarva Power will never attempt to directly call a customer to gain payment prior to service being disconnected. Delmarva Power advised the sheriff’s office its normal policy is a mailing with a warning date prior to the disconnection of service. In addition, the Worcester County Sheriff’s Office has received multiple reports of scammers calling local residents on behalf of Publisher’s Clearing House announcing the recipient has won the sweepstakes. Again, the sheriff’s office is warning local residents not to give out any sensitive personal information or banking information over the phone. Anyone that feels they have been targeted by the scams is urged to contact the sheriff’s office at 410-632-1111. Wild Spree Ends In OC OCEAN CITY – A Centreville, Md. man is behind bars in Worcester County this week after a wild series of events that began with a couple of car crashes involving stolen vehicles in Queen Anne’s County and ended with his arrest on burglary charges after he was found sleeping in a residence in Ocean City last weekend.
